9.9 johnson not running right

Was out fishing the other day.Motor was slow to start,trolled fine but when I tried to open it up it would climb in revs but sort of bog out.If I gave it half choke it would pick up a bit but still not run right.The fuel was a month old,sure I mixed it properly and I had installed new plugs.The motor sat all winter but the motor ran fine last summer.Any sugestions,Thanks.

The fact that the choke helps indicates that the engine can't pull fuel through the carburetor normally. That usually indicates that it's time to rebuild the carburetor.

I, 2nd ezeks motion,be sure to disassemble,soak in cleaner and blow all passages ,the cleaner should be the solution that a carb totally sinks into for the specified time on the can directions,you can get a can of carb spray to blow thru the passages if compressed air is not avail,dont use the pray for the cleaning,its not made for that.The spray is really for auto.applications which are different than outboards

May also be a weak fuel pump (try pumping the bulb as a test) and verify you have spark on both plugs, a compression test also never hurts.
