Glad the pump is O.K.
Next is a compression and spark test.

what does it mean when one spark plug comes out blk like its burnt? the other 3 are fine.

The plug that is black is caused by one or more possible faults, among which are: weak or poorly grounded ignition coil; incorrect spark plug wire; spark plug with cracked insulator; carburetor too rich. It is likely that the entire cylinder is as badly fouled as the plug and should be de-carbed, and it is also possible that you do not have adequate compression on that cylinder.

The recommendation would be to perform a compression test, followed by spark test using an inductive timing light to assure that firing is correct at all RPM ranges. Verify the float setting on the individual carburetor. De-carb the engine, then service the recirculation check valves.

I did a compression check on all 4 cylinders they're all at 118. i pulled the carbs off the side that the plug is getting black and everything looked clean. i re-cleaned it, it was just done 3 months ago. i bought new plugs and checked the gap. started it up and it still sounds like it revs up and down. it revs at 20 then goes to 18-19 then back to 20, it doesnt stay at a steady rpm. i re-checked the plug and again it is black. how would i check to see if the plug it getting proper spark without a timing light, i dont have one.

could the sparkplug look like the pic above without getting spark? if the compresson is good and the carb is clean where do i go now, it would have to be something with the plug wiring right?

thanks ill post better pics later. the other plugs look clean when taken off they just have a little gas & oil on them.

How long were these plugs in the motor after these pictures taken? If you did not run a cleaner through the engine before these photos you are running lean on the others and flooding one.
What brand and model plugs? Your Gap ?
I will recommend you pull, clean and verify your float level and go from there. Hopefully the pros weigh in on this one..

I took the plugs out right before i took the picture. they are champion plugs im not sure of the model #, i got it off a website that had the motor and the model plugs i needed, they are gapped at .30. i havent used any cleaner. i pulled both carbs off the side that the blk plug is on, they were just redone and stiill looked clean. i ran some carb cleaner and air in the holes, everything looked ok. one thing i noticed is the gaskets on the bowl thats blk is curled up after tightening it and there seems to be a chip in the plastci. not sure how deep the chip goes but if there were air getting into it would that cause the flooding.

This site is now pathetically slow ! Admin Help!
You need to take a look and also clean your fuel recirculating valves this can be the reason your plugs look this way.There are four of them on that V4 engine that connects one cylinder to another. If one was faulty, one cylinder would run rich, the other lean. They can be checked with a slight bit of air pressure..... air/fuel should flow ONLY from the crankcase side to the nozzle tip area. If air flows both ways, replace it.
