Re: 6 HP 1990 evinrude
You should get a good jet of water from the tell-tale in the rear corner of the lower cover.
If not check that it is not blocked, check that the hose is clear and that the fitting at the engine end is also clear (be careful that's only plastic and not very strong. (Blow air up it from an air line if you can)
It should get pleasantly warm.
You should get a little water from the cover over the exhaust back pressure relief port at the top of the back of the leg. A spray or a few droplets along with exhaust gas. It will be a lot warmer than the above telltale stream.... hot even. But you should not get a lot of steam from there.
The bulk of the cooling water leaves via the main exhaust outlet under water behind the propeller where you wont see it.
If you don't see steam and you can touch the cylinder head briefly all will be well.
If a splash of water on the cylinder head sizzles or if you are followed by a distinct cloud of steam from the relief port it is overheating and a water-pump impeller replacement is probably called for. Part number 0389576. You will probably also need the two gaskets 0325040
There is also a complete pump overhaul kit if required. 0396644
Sierra part no 18-3091 is the impeller but I don't see a number for a kit
