75 hp Chrysler tilt will not go down

I have an '82 Chrysler motor and the tilt will go up but will not go down. The valve body has 5 ports with a manual release. Even with the manual release opened all the way it will not go down. If I number the ports as 1 going out the bottom and 2-5 going from stern to bow on the boat, 1 goes to the bottom of the ram, 2 is plugged, 3 is the tilt release, 4 plugged and 5 goes to the top of the ram. If I disconnect port 5, I don't get any fluid out the port when cycling the tilt down. This doesn't seem right to me, anybody have any ideas?

standing behind boat looking at trim pump.

downward port = trim up (back of big thing with five sided cover)
first port on side = tilt up (bottom of shock absorber looking thing)
second side port = not used
third side port = trim down
fourth side port = tilt down

I tried switching my 3rd and 4th side ports and I get pressure off the 3rd port. This is different from the plumbing for the tilt that this boat always had (hose always went to the 4th port). It almost seems like the downward port isn't allowing the the pressure to release when the tilt is told to go down.

Here is a picture of the tilt valve body and how it is plumbed. http://picasaweb.google.com/rcandersen77/Boat#5485014599465081794. Not that I'm using the second side port. This motor has always been plumbed to it and it connects to a flexible hose that releases the tilt motor lock.

Any ideas about what would be causing this to happen?

if it won't go down with manual release then you probably have a mechanical problem such as a seized ram, jammed tilt lock, etc.

The tilt lock and ram are good and were in working order prior to the valve body getting a cracked case a month ago. I swapped it with an old valve body I had that had stripped threads on a couple of ports. I had a machine shop put in some helicoils and now this one won't go down. This is leading me to believe that I have a problem with the valve body. I'm perplexed about the problem, I checked into getting a new valve body, but was told it probably is not the problem. I don't see what could be the problem as all the other parts of the system are working. Even if I tilt the motor a little, the thing still won't go down unless I relieve the pressure on the bottom of the ram. Something in the valve body must not be allowing that pressure to cycle back through when the tilt is cycled down.

undo the downward facing tube nut and see if it drops. if it does then your valve body is not working right.

That is the one I have been loosening to get the motor to tilt back down. Any ideas about what would be wrong or am I looking at getting the valve body replaced/rebuilt?

all bets are off. any shop that would helicoil a port is likely to do anything. could be anything from a simple spring out of place to missing parts.
