OMC 350 not getting rev's

ok I own an '88 201 liberator omc 350 king cobra. Ive done alot of diagnostic work on the engine, all cylinders hold 165psi. But I think my problem is electrical. When I bought the boat the prev. owner had put in a new coil/condesor/points/distributor cap as per regular maintenance. But for some reason when I got it it wasnt running right, so I got new plugs(NGK UR4 I think), made sure the gap was good, new fuel filter/water separator, new oil/filter new 8mm plug wires, set the point gaps and finally set the timing with new gas in the boat. The engine bogs bad out of the hole and wont pass 3900rpm even when trimmed up also meaning im only running about 43-44mph in calm water. Im running a 19p SS prop, so from what ive gathered it has to be weak spark which would point to the coil because everything else is good, maybe I need a high performance coil? which may also contribute to its crappy idle when warmed up or carb rebuild. Any suggestions on getting my rev's up and working the boat to potential would be greatly appreciated.

Could very well need carb work or rebuild.

I ran carb cleaner thru it really good, but never took it apart

It needs to be taken apart to do any good.

Could also be a weak coil. Or maybe the external resister coil got replaced with an internal resistor coil so 2x the resistance. So like 4 volts inside the coil.
