I just replaced the impeller ....

Did you check the water tube grommet (#10 in pic)? They do wear out or get pinched. If possible, I prefer to replace the entire water pump just to eliminate other variables. I never had a problem pumping water after replacing one, knock on wood.

So here's where we are after the tests. I hooked up the hose to the water tube and ran it though the motor. Water came out the tell tale with a nice stream. So that looked good to me I'm thinking I've narrowed it down to the LU. I didn't have a drill big enough to test the submerged LU by itself so the problem lies there somewhere. What I did notice was the grommet is fine. No cuts and solid, not folded over or anything. My only guess now is that the water pump is not being sealed tight when bolted up. The three bolts on it are as tight as they go. Could it still be possible it's leaking somewhere? Is that sealer essential when placing the water pump housing? If so that is my guess. Although I will note when I pulled the water tube out of the exhaust housing, on the outside of it, it had a nice coat of grease on it. I was wondering if maybe some oil is blocking it somewhere and not letting water past smoothly. But after hooking up the hose and seeing water pass smoothly, that kind of got rid of my worries there. I did reinstall it all and ran it again and it did almost seem better. At idle it was squirting out some water here and there and would settle at a mist. But it was still way to hot for the touch then normal. Ideas?

Borrow a drill that's big enough and test it before assuming anything.

I reread your first post and it appears you changed only the impeller. If the housing or wear plate is scored, it won't pump well, even with a new impeller. Also, if the pump housing vent hole is plugged, it won't pump. If it wasn't pumping at all before you attempted repair, I would have replaced the whole pump, not just the impeller.

Ahh interesting. Well I know for a fact the vent hole is not plugged I did check that and it was clear. I didn't have the motor before I had bought it this way a year ago and just am getting around to it now. I suppose the plate could be scored. I didn't realize that's a possibility. If it was run while not pumping water, could that score the plate or housing?

You can make a drill adapter by using a piece of heater hose that will fit over the splined end of the shaft. Then put a big drill bit into the other end, and clamp it down with a hose clamp.

Not likely, but if those parts weren't new they could have been scored from wear, particulates in the cooling water, etc. Inspect the housing and wear plate carefully.

A new wear plate has been ordered. Hopefully I will have it by end of the week. It was only $3. So it's definitely worth a try. I haven't gotten back to it for a couple days, but should be dropping the LU and further inspecting tomorrow. Hoping to make a drill adapter as well.

SUCCESS AT LAST!! So the wear plate showed up yesterday and I quickly dug into the lower unit this afternoon. After I pulled off the impeller housing I inspected inside it. What I had found was a couple little pitted spots, not something you would see from a quick glance. But after looking at it closely, I knew this was a problem. Luckily I have a lot of parts lying around and was able to take a housing off of a 68 18 hp Evinrude which is same part number (which in fact looked newer than the one on my 25, I think it had been replaced) and after inspecting it, it is in near new condition. So I replaced the wear plate, which had a couple grooves worn into it, didn't look too bad but had the new one so threw that in as well. I also replaced the lower tube grommet. After putting it all back together I threw it in the test tank and within seconds, a very nice stream of water came through the tell tale and had constant flow! WOO HOO!!! Thanks all for great posts! I appreciate all the help I received as all of it went forth to ultimately lead me to the problem.

Given the time it takes to drop the LU, it's false economy to save a few bucks by not doing a complete water pump kit every time. Most inexperienced folks are not able to tell whether a housing or wear plate (or any other water pump part) is good enough to reuse. A complete kit just doesn't cost that much, especially when you consider how critical the water pump is to motor longevity.

I have the exact same problem as you had on my 77 johnson 25. I have all new water pump parts and did all the test in this thread which was very useful for me I might add. The only thing I have not tried yet is the permatex avaiation sealer. My question to you is did you end up using that sealer? I bought some and that is my last step in trying to solve this delima.

Haha that's ok. Problem is solved anyways. Actually as a matter of fact, I didn't use the sealer. I probably should have but didn't. Did you run the tests for the water through motor, and water pumping through lower unit?
