Volvo 270 lumpy steering

my steering on my vp270 feels lumpy at slow speeds, let me explain:
'sometimes' the steering would feel stiff at no wake speed then it suddenly goes free and turns easy, it is almost like something is holding and then lets go. It does this in both directions.
It is not power assisted but it feels like a power steering setup with a fautly pump.
At cruising speed the steering seems fine.
I have disconnected the cable from the drive and both cable and drive move freely by hand.

Please advise.

No answers/options.... could it be the brushings?

Did you isolate the steering fork to see if that is binding?

yeah, the steering fork moves freely, slight up and down movement in it.

Hummmm... everything works fine at speed, but binds at slow speed, and everything moves freely when disconnected...I'm stumped.:confused:

I suppose it will get worse with time and present itself if you choose to wait.

Update when you figure it out.;)

i plan doing an engine swap later this year, so I will tear down the transom/steering and recondition with new bushings and bearings. If the problem gets worse and I can put my finger on what it is I will post back.
