Milky oil in 160SX Sterndrive... need new seals

Guys, i'm hoping to garner a bit more of your knowledge.
I took the boat out of the water today to give her a bit of a scrub, and while on dry land I decided to check the oil level in the sterndrive... bad move. When I removed the dipstick the oil was really milky.
I took the prop off to check for fishing line, but there was none, but I noticed that the milky oil was leaking from the oil seal on the shaft... could this be my problem?
I would like to have a closer look but am having problems removing the housing

Do I need a special tool to remove this (it says nothing in the manual about removing the housing) it seems to be well fixed in place. I've removed both retiaining screws, and was thinking about a bit of careful jiggling with a fine screwdriver and hammer... plus a bit of heat. Would this be sufficient to remove the housing?
Any advice, tips, general ridicule all much appreciated

Mine leaked from there before so I got a boat mec to come amd replace it. he started hitting it with a hammer and wreaked it on me, so i had to get a new housing for the seal. told him where to go...I made a tool to slot into and and took it off..

both the tool for seal installation and carrier removal are needed, not very expensive and can be ordered at any Volvo dealer.
best I recall the carrier torques to about 200 FTlbs.
easy job to do, any volvo dealer,salt water corrosion excepted, should be able to complete the job in an hour or so.
use of the old seal installation tool with the new seals will lead to seal damage and leakage.

the tool we made was out of steel it had like 2 fingers coming out off it. just 2 bolts and i was able to unscrew it. (the one the mec wreaked on me)i replaced the bearing as well i think. when it came to reinstall i put the bearing and stuff in the freezer and the carrier in the over so it made it easier to reinstall.

Guys, just a bit of an update here, I downloaded the manual from Don S (the legend) and set to work. The housing was corroded in place so I took it to the local Volvo Penta dealer (Boatmec in Carrickfergus Northern Ireland) and they advised me that I needed to scrap the outdrive and replace it with a new one.
Thought that was poor advice, so I made a tool and with a lot of heat managed to free up the corroded housing. Ordered a replacement housing, bearing, seal and O-Ring off the guys in Keypart and it arrived 3 days later despite the fact they didnt have it in stock. Cost me ?155 including delivery.
Bits arrived and it took about an hour to put it together, I was told I needed a special tool to install the seal... rubbish. I had a socket the same diameter as the seal, and I applied a bit of grease, then drifted it into place, sweet as a nut. I used the old bearing case as a guide to tap the new bearing into place. (also kept the bearing in the freezer for a day which helped slot it into place).
I took a bit of time lining up the lower leg to the top half, a wee bit tricky, but with patience and a trolly jack i got there.
Tightened the bolts, put boat in the water and after about 2 hours running, I pulled it out of the water and checked the drive oil. All good, the milk is gone. Only problem now is the fuel seems to be vapour-locking... just when you think you have climbed the mountain....

keep a close eye on the oil.
that carrier seal is incredibly easy to damage ,the rubber comes unbonded from the seal. its been a weak link since the mid 90's.
I never seperate the cases for an oil sael.
what did you set the final rolling torque to after replacing the carrier and bearing?
