tilt switch on throttle will only lower motor, up doesn't work

My Mercury motor will tilt up and down using the button on the motor but it will only tilt down using the button on the throttle. I think it may be faulty wiring but I can't get inside the throttle to look.

I had a similar problem on my 1987 Black Max 150. It was a bad trim/tilt switch in the throttle handle.

Do you have an O/B or an I/O? Side Mount or top mount shifter?
