volvo penta aq 125a help needed

i have a 83 dixie bandit with a volvo penta aq 125a 4cyl motor and 280 outdrive. im having trouble getting it to crank. it is getting fuel to the carb , also has a fresh rebuild kit in it also. it is getting fire to all plugs. this leads me to beleive that the timing is off. i have put the motor at 10 btdc as it says on the valve cover, i have set the rotor to the #1 cyl. when i turn the motor all the way back to the 10 degree mark and pull off the dist cap it is 180 degrees off. the crank pully has a timing mark. when i remove it their is a guide mark on it to insure it goes back on one way. i was trying too see if maybe by chance that the guide mark / stud is were i should set it and ignore the one on the pully. i will not hit a lick at all no matter what i do. the boat ran fine last year and was winterized properly. can any one help with details on making sure its correct.

Did you remove the timing belt?
If it is 180 off it needs to cycle 1 more time.
It's possible 1 tooth off on the belt and you need to re-do it.J

I only removed the belt from the crank after getting the number 1 cylinder to TDC. I pulled the distributer up far enough to get the rotor button on the number 1 cylinder wire, then I set the crank 10 degrees below TDC. Put the belt back on and released the tension. When I tried to crank it, the carb seemed like it was taking more fuel like it should but still didn't fire.

I lined the crank up using the mark on the pully, not the guide stud behind the pully

I think you should go thru the timing procedure again.
Use the notch on the cam to pulley to make sure the cam is set correctly. Check that the crank notch is in the correct position. Now you can line up the rotor.
