1988 evinrude 60 hp

I have a 1988 60 hp evinrude(60elccr). When I first put the boat in the water and run it wide open it runs fine. Stop the motor and run it at an idle for a while and then try to run it wide open again it acts like it chokes itself out. Also the middle plug keeps fouling. Can someone help me? I have replaced the plugs and wires, now what?

first check your compression if there with in 10% of each other your good. But from the way it sounds it could be a bad needle in your carb on cylinder 2. If this was the case you middle cylinder would be running rich.

Could be the only thing is I just had the middle carb rebuilt because the needle got stuck. I will check the compression though and see how that is. There is also a little fuel coming out where the plug goes into the motor. What does this mean?
