77 OMC power tilt wont raise!

I have a 77 OMC 235 IO and the power tilt will not raise and lower. I've replaced the worm drive, gasket, seals and now the clutch assembly filling it with the recommended OMC motor oil and it will not raise or lower the outdrive.
I can hear randomly the clutch spin but no action on the outdrive. What do you recommend?

have you taken the actual motor out yet? I had the same thing going on, thought for sure that is was the hammer blow coupler. it wasnt, it was the 2 splines on the motor shaft itself, they broke off. if you can hear the motor spinning I would start there. good luck
