I just bought a 69 6hp Evinrude. It starts, idles great . It rev's fine in neutral.I put it on the boat and turn the throttle to full , it will run at 1/4 throttle and no more no matter how far I turn the throttle . I can see the carb and timing moving but no change . I have pulled the choke and no change , that will make it run rough . It looks like the old owner had a complete tune up ,fuel pump, carb rebuild ,wires ,plugs . I think he was trying to get it to run but gave up. HELP.

First thing to do is check spark and compression.
What do the spark plugs look like?

The sparks plug just have aliitle brown on the outer ring , electrode still looks new . I am trying to get a compression checker but I feel that will be fine .

Your story is classic. Your motor is running on one cylinder. That is almost a guarantee.

I fixed it . One set of points was not gapped correctly . Now it runs great .
