I hava a 2008 Carolina Skiff JV13 stick steering with a 2010 Tohatsu MFS9.8A3EPTS outboard. The current prop is 8.5x 7.5. The boat will run 11.8- 12.4 MPH at 5400 RPM's with me and all my gear.The operating range is 5000-6000 RPM's.The boat is used on a 10HP limit lake.
hull- 413 lb - 13 ft
motor- 102 lbs
gear-75 lbs (trolling motor & tackle)
me-190 lbs
total-780 lbs

You could try raising the motor as high as possible. The antivent plate just above the prop should be visable at speed.Probably won't do much at your speed but every little bit helps.Even though new you might check that the throttle plates open all the way.Have you tried trimming carefully? maybe move some weight forward or back what ever seems it needs? Would be interesting to see how it does with just you and a gallon of gas. The 9.8 will run 3 hours at wot on 3 gallons of gas.
I don't think the Carolina Skiff is the fastest by any stretch.The 9.8 should be able to run about 21 on a light reasonably fast hull.
Your probably sold on the Skiff and they are nice boats but for your 9.8 a nice big bare bones 14 aluminum would run faster. I'd guess 15-18.It would feel like the queen marry.Likely ride smoother too.

Do you think moving to a 8.5 x 6.5 prop or 8 x 6 or 8 x 5 would do anything?

Don't worry about the diameter it isn't usually considered in prop selection it just follows the design,assuming the prop is intended for your motor.
Doesn't take much change to gain or lose some rpm on a small motor. I would shoot for a 1/2" or an 1". lower. To much drop and you will lose speed and likely over rev.
