Problem with Bearing Seal

I took my hub off to check the bearings on a new trailer. All looked good so I cleaned it up, repacked, and replaced the seals.

Original seal was National 204017. Napa had CR 16069...said they crossed and the measurements were same.

Problem is the new seals will not slide onto the spindle shoulder. I installed one into the hub fine but then the hub would not go far enough on the spindle to get the nut on.... so I tried the other seal by hand and I can only get it to go just barely onto the shoulder. I have to really push and work it back and forth to get the lip on, but it will not slide further than the lip. My impression was these should go up onto the shoulder a bit and be loose enough to spin but tight enough to seal.

My two thoughts are the guy had the wrong seal in there, but if he did I have no idea how he got it on there. Or the CR part doesn't match. Any thoughts? How far should the seal go onto the spindle shoulder? Should I be able to get it fully up on the shoulder by hand with no problem?

Thanks...the seal I have now is 1.625 but it's clearly too small. The OD is 2.33 as you guessed. I don't know how the guy got those up on there. Probably explains why the rubber was so chewed. This being said, I assume I should go with the 1.68?

You should measure the diameter of your axle. Does the inner bearing mentioned in the chart match yours for the bigger seal?
