Cannot get Force engine to turn over.

:confused:Battery voltage is 12.77 V. Measured voltage at starter is 9.6 V with key off. With key on it is 1.7 V. What gives?

Check all your connections and make sure they are clean and tight. If you are sure they are good try jumping from the battery directly to the starter using jumper cables. If the starter works then replace the starter solenoid. If not have your starter tested by your local auto electric shop. They can rebuild it for you if needed. Keep in mind 95% of all starter problems electrical. Also have the battery load tested.
