1987 40 HP Jhonson, new foot seals

I have remove all bolts holding foot to shaft, the foot droped down about an inch, and will not come off. Please tell me what is keeping it from dropping all the way off.

You have to disconnect the shift rod.

You have to disconnect the shift rod.
It located under the bottom carb,it has a 3/8 head with a slot for screwdriver as well

I don't see how to disconnect it, can you tell me where it disconnects at.

Thank you for the info, I know some had a side plate on shaft that you removed and losened a coupling
