1989 90hp 3 cyl. tilt and trim problem

I have a 1989 90hp 3cyl. motor. The power tilt and trim is not working correctly. It only makes a clicking sound when button is pushed to go up and down. Any ideas? Please help. Motor is turning over fine just having problems with the tilt and trim.

if the trim motor spins and the system does not raise then you either forget to put the manual release valve back in after letting it out of winter or .. you need a hydraulic system rebuild. If the trim motor is not spinning then probably either relays or the motor itself. But ... being an '89 it about time for a full overhaul anyway.
