'93 force 70hp dynamic timing set up

Just wanted to know if the tailshaft is in a large bucket no prop on, water muffs on because of splashing water, motor in gear at 5000 rpm, and then setting the timing to 30btdc is an accurate way to set the timing ?
I just rebuilt the powerhead and started the break-in procedure and want to be sure before I hit the water for more break-in time.

That won't work. If you have your prop off in a barrel or on muffs you'll reach rpm easily and the trigger won't be fully advanced to get an accurate adjustment. You have to put a load on the engine so you can go to wide open throttle and not over rev the engine. You either need to take it in to get it done in a tank with a test prop or you have to do it on the water with the prop on with the throttle wide open. I did it last year hook up the timing light and pop the cowl off and hit full throttle. Make sure you stay low so you don't go flying out of the boat and check it real fast.
