Mercruiser 3.0 starter problems

Ok i have a few questions. First things first I have a 99 mercruiser 3.0 seial # if it helps is 0L317871. my problem is I first broke a starter bolt so I replaced both of them I figured this happened from just coming loose with time. When I fixed it I checked the starter gear and flywheel for damage and everything checked out fine. I ran it for about 15- 20 hrs and the starter bolts worked thereselves loose enough to not let the starter connect everytime. After a couple of attempts I got it to connect and get me to the dock. When trying to start it sounds terrible like the starter is barley hitting the flywheel or binding. I dont want this to be a reacuring problem and would like to fix it for good this week so any advice why this is happening or whats causing it would be great. oh and if helps once its started it runs like a dream. thanks, Chris

Could the bolt threads be close enough to the right size to feel tight, but actually the wrong threads? Never heard of starter bolts coming loose.

I ordered the bolts from my local boat mech. giving him the serial # to ensure I got the right bolts for the job.
