Just rebuilt carbs and still cannot acheive full wot ... says to adjust the lockbar so all carb blades operate smoothly and at same time. DONE.. says to adjust the cam to the follower and align marks DONE... so to operate controls to check operation. WOrks great ... Start engine idles at 1600 rpms ... Back the idle screw down to get back to 1000 and nomore WOT... blades only open about 5/8s to 3/4 no matter what i do if i compensate for WOT the idle is high if i compensate for Idle i loose WOT....

You adjust the cam and roller AT the mark. Cam should just touch roller at the mark. HOWEVER: this is not the running position. This is just the base position from where you start your synch.

With the throttles closed, the ball link detached, and the cam moved away from the roller, adjust the bar so all throttle plates are closed and all open smootly and the same amount.

NOW: With the cam again in place, adjust the ball link so that at full throttle, the butterflies open to horizontal or very nearly so.

After doing this, then adjust the idle stop screw for an in the water, in forward gear RPM of 700-750. (this will usually be slightly above 1000 RPM in neutral, however, it is not good practice to set it in neutral as this will change with different pitched props) At correct idle, the mark on the cam will be below the roller by some small amount. The butterflies will be "cracked" open. Timing should be about 0-2 degrees advanced. This is correct.

Do not get excited about idle timing, the only significant measurement is WOT timing at 30 degrees advanced.
