86 Mercury 25xd throttle/shift cables backwards?

I replace the drive tube/cable spool in my tiller handle since it sheared. I also replace the throttle/shift cable. I followed these instructions which are basically the same that I have in my merc service manual.

Need to use a common sence,start with a tiller side,engage the cables from opposite sides and in different slots/they a same lenght/ move them towards the motor,then pull both cables so the tiller tube lays snugly in the slot.Now keep both cables tight and turn the handle-counterclockwise will move one of them,thats forward,pass it over the shifting spool and egage it in the bottom hole moving it to the inner slot/engine side, then put the other cable opposite to this one. Now,loose the regulating nuts on the cables,fit them in the slots on the plank and regulate them to get neutralmark alighnet and evenly tight .Dont forget grease. Sorry for the long post,first time,trying to help.

My problem is that forward and reverse work, however, forward will only run about 1/2 throttle because the throttle butterfly doesn't open and reverse goes WOT. Like I got something backwards. I have been beating my head against the transom trying to figure out what I did wrong. I have tried multiple ways of re-orienting the cable connections to no avail.

Before the tube shaft broke, things were running like a champ.

Can someone help me determine what's wrong?

One thing I noticed is that according the service manual pictures the cable slots on the drive shaft tube look to be different than my tube shaft. Like maybe 90-120 degrees off? I am not positive on this since I the pictures don't give me a good point of reference relating to the tiller handle but I am trying to take everything into consideration. If this is the case, it would require me to redrill a new screw hole in the drive tube.

It's a push pull system, just like if you were hooking up a control box, except the tiller uses cams instead of sliders. One cable engages the shifter, and the other cable is simply the gas. Seems like it is backwards from what you are describing. If you used the same assembly as the one that was on it from the factory, then the factory slots in the cams are correct. Did you take apart the tiller handle it's self to install the cables, or did install a preassembled tiller handle assembly? If you assembled the handle yourself, then it's possible there is something backwards in the tiller handle its self and the cams are correct. But your 100% correct, reverse should only be half throttle. Seems like you need to re-do the process from the start.

Manual Says: (1.) Put tiller in REVERSE Gear (2.) Route extended cable over top of primary gear pully, secure cable into inner groove of pully. Secure cable jacket in top notch of cable anchor bracket. (3.) Put tiller in FORWARD gear
(4.) Route remaining cable under primary gear pully and secure it to outer notch on primary gear pully. (5.) Rotate tiller to Neutral (6.) Rotate tiller to SLOW position (7.) Adjust jam nuts to remove slack from throttle cables while allowing full travel of throttle linkage/carburator throttle shutter.

I thought I had did that but I will perform the procedure again. Thank you very much for the feedback.
