Mariner 40hp dies over 1/2 throtle?

I got a 1994 40hp Mariner, was out today for 30min everything was fine. Then i was heading upriver at full throttle and it lost power and died. I started it with the start lever and it died. It restarted and it idles fine an trolls fine but over 1/2 throttle it dies almost like somethings binding in the lower end. Under 1/2 throttle it is fine. My props a bit beat up and have ran it a few times like that was wondering if it could have screwed something up.

I have never hit anything with the engine going. was in shallow water trolling with electric motor when i screwed up the prop.

Both cylinders have 140 psi and the plugs look good, engines tuned pretty much perfect.
There is some water in my lower unit, i guess it could be one of the drain/fill screw gaskets leaking or the prop shaft seal.

Not really sure whats wrong, i have spare coils and almost a whole spare electrical system i could start swapping but it seems more lower unit.

I ran it on muffs and it runs fine and will go forward and reverse idling but am not goign to sit there full throttle out of water.

any suggestions before i go any further, i was there and I'm still a bit confused so hope my description is useful.

Sounds like crud in the carb....
