mechanic says i need a timer base. help!

motor will idle and Rev in a hose. in the water it will idle but it stalls when you put it in gear. here's a few details.
-1986 evinrude 140
-carbs rebuilt
-125 Psi compression on all 4 cyl
- new champion plugs
- timing set to 18 degrees per Reeves method
- new fuel filter and fresh gas
-seafoam decarb
- link Ans sync.

the timing was 8 degrees off, and I adjusted it to spec.


I got fed up and took it to a shop. the mechanic tells me that the timer base is bad, and its $240 plus labor. if the timer base was bad, would the motor run? would I have been able to adjust the timing? I want to make sure I'm not throwing $300+ down the drain for his guess.

Not all mechanics are crooks. There are quite a few good ones.

Does this tech have a good reputation? Does the shop he works at have a good reputation?

Make sure that if he installs the part and it doesn't fix the problem, you don't have to pay for it. If he troubleshoots the problem and is wrong, you should not have to pay for his mistakes.

Does this tech have a good reputation? Does the shop he works at have a good reputation?

I am well aware that not all mechanics are crooks. I simply wanted someone in the know to tell me if that is the likely cause based on the facts I posted.

Is the idle speed set to the correct RPM, if it is to low it will run on a hose just fine but when you put it in the water, because of backpressure, it will stall.

its actually set too high right now to keep it running in the water.
