no spark

top cylinder has no spark on 1954 25 hp evinrude i have changed points and condenser and coil. plug wire has continuity.flywheel is freshly emeryed

You have replaced the complete ign system, are the points adjusted properly? Did you set the coils even with the bosses on the magplate?
Got all the wires tucked in so they will not rub on the flywheel?

i set points to .20 and have all wires tucked i have coil at bosses i am thinking about buying another coil to be sure the new one is actually good. ijust dont get it why it wont spark

Try swapping the coils and see if the spark moves to the other cylinder.

I am working on a '62 evinrude 40 hp just today, pretty close to same (and I had a 30 year OMC mechanic right there and he was even stumped).. and I tore it down and reassembled 4 times. Tested everything, bench tested, double triple tested. Had also replaced with new coils, condensor, points. It turned out to be a bad set of points right out of the bag (sierra part). The moral of the story is supposed to be "buy only evinrude points" not aftermarket. The sierras were a different metal and the spring was shaped all funky.
