Mariner 150 WOT RPM

1994 ranger 354V Mariner Magnum III 150 sn0G030481. Bought this about 6 months ago. It had idle issues that I decided to work this afternoon. Downloaded service manual and heres what I got. It had irratic idle and smoked a lot on startup when you can get it to start but would run smooth on mid and upper rpm with a max of 5200rpm with a 26 pitch SS prop at 52mph(which seems a little slow). Idle timing was 9 degrees ATDC, WOT was 19 BTDC Idle mixture screws were 2.5 turns out. Idle Stabillizer was apparently removed by PO. I did a sync and link, set mixture screws to 1.5 turns, since the idle stabilizer was removed i moved the idle timing up to 1 degree ATDC and set WOT timing at 19 BTDC.
The boat starts consistantly when cold or hot, though seems to be a bit cold natured. Idle is about 600 in gear and just a touch erratic according to tach but solid. No change in WOT rpm (which is smooth BTW). I feel this boat should be a little faster. The manual says an engine operating range of 5200 to 5600 at WOT. While mine is at the bottom of the range I feel like it should perform a little better than 5200 rpm and 52.4 (gps) mph. Any thoughts?

Bump idle timing up a touch (750/800 rpm) in gear. Motor will be a lot happier. Max should be about 20 ta 23 degrees cranking. Your max speed and 5200 may simply be your set-up (hull, offset, prop and/or motor height). Could be one or any combination of these items..................
