Shift shaft bushing question

1984 Gen 1 Alpha 1. I orderd Quiksilver part number 45518T 1. It came with the new style upper bushing with seal, the lower bushing, the lever, the washer and the set screw. It seems like the lower bushing inside diameter is to large. It is hard to tell on the upper bushing because it is already installed. Is there a new style shaft that I am needing? In the photo I am holding it a angle to try to give you a idea of how much play there is. Ignore the bushing on the very bottom of the shaft that is just the old one.

As the old lower bushing is just that, a bushing, I usually don't bother replacing it... I have also noticed that the new lower bushing appear too big, but never changed it, so it's never been an issue...
