Trailer surge disc brake problems

I have a 1986 Comanche Ranger bass boat trailer. It has the surge disc brake system on it. The problem that exist is that the actuator switch is flipping anytime the trailer moves, which ativates and locks up the brakes. I get out of the vehicle lift the little tab by the trailer tongue to release the lock and when I try to back again or move forward sometimes it ativates again and locks the brakes again. I have looked at the wiring harness and everything seems well connected fom appearance. The lights work good and nothing seems seized up, so what is the malfunction.

So you have a mechanical reverse lockout that is failing? Sounds like part of the actuator is worn out.

A manual switch isn't going to be hooked to a wiring harness, only a solenoid type. Is this a lever lockout that you're supposed to turn by hand that turns itself somehow?
The OP has DISC brakes, not drum, the backing plates wouldn't work.

What actuator do you own?

There is usually a spring clip set up that prevents the breakaway lever from moving unless pulled. It also prevents the lever from releasing once pulled. I would focus my attention on that.
