merc 165 no power to plane

Just aquired a StarCraft 22" Islander with I/O Merc 165. Boat has sat for 2/3 yrs. (fathers boat)it ran perfect when last used. On land with the muffs on, it will run to WOT in neutral and in gear. When on the water, it won't raise above 2000rpms & "pings" quite badly, all new plugs, coil, points, rotor & cap. (not wires) fuel is new & all lines from tank sender to carb are clean..both inline fuel filter is new & small carb filter is clean. removed fuel pump, diaphram is new looking and clean. no cracks. I'm wondering if something to do with the governors or something along that lines. Possibly distributor weights? Boat is 60 miles away and I am headed that way this weekend to monkey with it...any help would surely be appreciated.

You might want to bring along;<br />A Carb Kit ,....<br />And,..... <br />Timing Light,<br />Dwell Meter,<br />And, possibly,...<br />A Fuel Pressure Gage,<br />A Compression Tester......<br /><br />It Sounds like you've got All But the Carb covered in the Fuel System,......<br />And,.. All but the Timing set on the Electrical side.........<br /><br />Oh,..... And,.. There's No Governor on Gas powered boats,.......<br />The Timing Light can tell you if the Dist. is Advancing,.........

ok, will do....as you can see, not too much on boat engines...thanks for the tips...hopefully it will be something along those lines!
