You need both a pressure and vacuum tests. It takes more than a few minutes. I usually want to see pressure or vacuum after 45 minutes. You can also test the LU under water (look for bubbles) to tell exactly where any leaks might be.

There are two seals on the prop shaft installed back to back (one for pressure, the other vacuum seal). Both should have been replaced at the time of service.

Good luck.

Sounds like the seal under the stainless wear plate that your water pump impellor rides on has gone bad ,letting water into your foot. The milky appearance of the foot oil is usually a dead giveaway to the problem. It happened to an old 18 Evinrude I owned once.

did you get new gaskets for your fill and drain plugs ? i would try that first.that is the most over looked gasket and they usually get cracks in them.

I am in agreement with the thought that it may be the seal under the water pump.that would be under pressure.
yes I did replace the seals at the vent and fill screws.
the two seals on prop shaft, one holds oil in , that wasnt leaking oil out.
maybe I should use a different shop for repairs, theres about 12 here in town. thanks

myles ,One other possibility of water intrusion into lower unit is the shift rod seal. It's just an "o"ring. You'll also need the shift rod bushing housing gasket. You can perform vacuum and pressure test as mentioned above or just drop the lower unit and replace waterpump, shift rod seal ,and driveshaft seal.I'd replace the exhaust leg gasket while I was at it.Then make sure and replace both of the proshaft seals.Adrees all of the seals at one time and it will save you a lot of trouble in refilling ,water testing, and draining lower unit.
