it sounds like you're getting into the old outboards, might I suggest joining the antique outboard motor club, AOMCI.org. Probably your best source for parts and information on old motors. And yes I am a member.
I have had several 4423 and find them pretty cool, the tiller un-srews to a screw driver, there should be a spark plug wrench underneath the cowl - typically the first thing in the drink, the cowls go next. there should be a little rubber pin holder on one of the cowl mounts. I believe they have 2 impellers, and where famous for their fisherman lower units. At 3.3 hp they push ok, but are not a speed demon. The front plastic gas level is prone to cracking and leaking, most are pretty yellow with age and exposure to sun and gas. They came in a monochromatic blue and a blue and silver color schemes, although I forget which goes to which year. Parts diagrams and lists are available on line.
