1989 Johnson 50hp/high speed chug

while running at 5200 rpm, I am getting a bog down condition after a few mins at that rpm down to about 4900 then it will creep back up. I am leaning towards a fuel restriction or restricted fuel filter but was wanting to get some ideas. All other speed settings are fine.

Make sure fuel tank is venting. YOu did not say if this was an outboard or not..If it is try pumping the fuel bulb when it does it. Does the problem then go away?

Thank you Trent I think I found the problem. I got the old flashlight out and was looking at the fuel tank for problems and found some flake rust that may have been blocking fuel flow at the pickup screen. Bought a new fuel tank and installed new filter, will test run it this weekend and it was an outboard by the way.
