gas on plugs

9.9 evinrude pulled plugs and theres gas present. i think its flooded. am i right or is there damage in the cylinders.

Does it start and run. Typically, the plugs will be just sort of black and sooty. If they are wet, you have a fuel flooded engine.<br /><br />Cylinder damage is unlikely. The cylinders tend to "melt down" when there is not enough fuel/oil mixture present.<br /><br />DO NOT use carb. cleaner in a 2-stroke engine. It washes the lubricating oil off of the essential moving parts.

Check your compression and spark, if either is too weak, you'll experience hard starting and rich a/f ratios.
