This is a 3 1/2 Evinrude Lighting.

The bottom set screw always wants to leak. I thought I had it fixed when I got hold of he original leather gaskets. This didn't help.

Any ideas or am I missing some crucial part.

Are you referring to the low speed adjustment on the carburetor? I don’t think I would coat it in something that would harden like silicon. Have you tightened the packing nut until the needle valve does not move and loosen it till it moves but not freely. The only thing I would do with the leather packing is maybe sock it in oil.

Yes, it's the low speed. I can not imagine oil will work since oil and gas are essentially different ends of the same chemical spectrum.

Yes, I've tightened and loosened it a bit. There must be a seceret here.

Sorry for taking so long to get back to you. The idea is to soften the leather up with the oil like you use to do with the old Coleman pump lanterns that had the leather boot to seal the piston. Then pack it in tight enough to seal. I have found that sprays like WD-40 dry up sooner than thicker oils like 2 cycle, or car engine oil.
