Howdy, Infman.

Your JW-21 is a 1966.

I suspect that you have one of several possible problems with your carburetor.

Sunk, stuck or loose float.

Broken or missing high speed jet needle.

Broken or missing low speed jet needle.

Broken linkage to carb and/or magneto base plate.

Get a manual, then pull, dismantle and clean your carb. An overhaul kit is available at your dealer or NAPA.

Good luck. :)

infman,

I would bet it's a bad float, especially if it is the original cork style.

Replace it, they're cheap.

Wrong, Sloopy. 50:1 is correct for 1966.
