cannot raise engine

Have a 1978 Johnson, 70hp. I always manually raise the motor when I tie up after use (I don't have power trim). When I docked today and tried to raise the motor it seemed to be "locked down". I could not raise it. Never happened before. Is there a catch or something that is holding it down?

Did you flip up the lever on the side of the motor?(if equipped) Also,try pushing down on motor first before lifting.

Yes, I did raise the latch.
