Have you looked at the Power Pack? :( Sure sounds like it. ;) There is some good people out there that will tell you how to check it. I just went out an bought a new one last spring...when they told me that sounded like the problem. About $250.00.

Ahoy, Crawdaddy.

I think you are on the right track. Try preheating your powerpack with a hair dryer and see if she still needs a long warm up before running smooth.

Good luck. :)

I have a 1989 Evenrude XP150. Had the same problem, took it to the dealer and had it run on the dyno, came up bad power pack. I ordered one for a $140 delivered from www.seilermarine.com.
Took about 40 min to change it myself, ran great.
Dealer wanted $230 for part and install.Hope this helps.
