1978 Evinrude 25 hp leaking fuel around plug

I have a really clean 78' 25 hp evinrude with starter that runs very well. However, I have notice some "black water" oozing out of one of the cylinders near the plug. Sometimes I'm not getting full throtle. I've ordered a water jacket gasket and a head gasket. Should I change now before it gets worse. Does the Water jacket get sealant? Also, what is the torque sequence and ft lbs? Any suggestion on a good manual much appreciated!
