no power & other problems

I have an 84 140hp evinrude and I can't get it up to speed. I changed the spark plugs and I have new fuel and oil. I just don't know what is wrong with it. I did have a problem with the fuel lines where when I was at full throttle. The bulb would get compressed and the engine would die so I disconnected the fuel tank vent and that helped a little well atleast enough to get back in. I never did find out where the blockage occured however this problem hasn't happend again. So I am not sure if this is the culprit or it is something new. I am also having trouble with the tilt trim. I was told to replace the tilt trim oil because it had been like 3 years since it was changed and then when I did that it hasn't worked since. The sound of the trim motor is running but nothing is moving. I tried to prime it by lifting the motor and putting it back down manually but it still won't work. I am not sure how to bleed it to get air out if that is even the problem. Please help.

Taz,<br /><br />You have a fuel delivery problem. Try running the engine on a seperate portable tank. That should verify or deny your fuel tank issues.<br /><br />Tilt: Run the tilt all the way up. You may have do this manually by turning the releae screw on the clamp bracket and lifting the fooot of the engine.. Once up, and locked, add tilt fluid to the reservoir. Keep doing so until the system is bleed. <br /><br />You will have to run the tilt up and down severasl times to bleed the sytem. Be careful, let the tilt motor cool, for a few minutes, between cycles.

I will try the different fuel setup. so hopefull that works. Then work from there. I will also try to do the tilt and trim thing but I thought I already tried all of those things but it didn't seem to work. Do I need to somehow put the oil in from the bottom till it comes out on top then put the screw back in. Or something like that. Well thanks for the info...
