chris - I think that lever is for control of the throttle while in neutral. It has nothing to do with the horn going off. The horn is a warning that your motor is overheating or the VRO, if equipped, is not working properly. The motor should not be run until this is fixwd.

In any case you should replace the water pump and t-stats since the motor is new to you. Also change the gear oil.

Chris....what it sounds like is the "NO OIL" alarm which is an urgent 1/2sec every 1/2sec beep. The lever sounds like the cold start lever. What I think is that once the engine is at a higher RPM, your losing oil flow to the VRO pump. This is not good since without oil, the motor is toast in a short time.

Give the primer bulb from the oil reservoir a good squeeze when the alarm goes off and see if the alarm stops. Check the oil reservoir for oil level, check your oil lines to the engine for leaks, kinks or anything that might restrict flow of oil.

Most important...don't run the engine without out oil mix in the gas until you know for sure weather or not the VRO pump is good or not.
