No bushing 5down but the thru bolt should be snug in the hole thru the recoil plate. I think, tongue in cheek, there is a bushing in the recoil plate. To take the thing apart, pull the rope out and remove the pull handle. Let the rope recoil back into the starter. This lets the tension off the spring which you deffinitly do not want to get lose. With the recoil spring unsprung, you can remove the thru bolt and remove the recoil plate or the thing that holds the rope. Lift it out carefully looking at how the recoil spring connects to it. Taking it apart is nothing a brain surgeon couldn't do so you should be ok......just kidding.

Really, it's easy to do. Just watch how the parts come apart so you can put her back together in the right way. Take pictures if you have to. I have on occasion. Do help.
