NO POWER/ BURNT WIRES

I just bought a 94 70hp johnson, it's on a 17' aluminum bass boat that wieghs 750 lbs. I did'nt test it on the water before I bought it and it starts fine. My problem is that when I took it out, it did'nt have much power. If I tried to take off fast the motor would rev up to 4500 rpm's and did'nt move much. I had to take off slowly and it would only do 31 mph at 4500 rpm's and that was maxed out. It also seems to be running lean. When I tried to trailer it , it did'nt have enough power to drive on the trailer and it would'nt rev up pass 2000 rpm's.<br />When I got home I did a compression test and all cylinders were at 123 lbs. I noticed that the previous owner disconnected the vro pump, I think the vro and fuel pump are the same. also a few wires were burnt up on the engine harness that went to the trim indicator and the main wire to the terminal block on the side of the motor. There is two other wires that are burnt that connect into the power wire from the selonoid but don't know where they go, they were orange. I think that someone connected the battery wires backwards and it's set up for a 24 volt trolling motor. I also talked to the repair shop and they seem to think that the prop I have is the problem 13 x 19. They said that I should get 5500 rpm's out of the motor. I think it has something to do with the wires or a fuel problem. I'm just asking where I should start to find out what is the problem.

Replace plugs and operate from a remote fresh fuel tank first to eliminate the simple stuff and see what happens. After that, you can start with checking the spark condition. A manual is a must before troubleshootin'!!!

Does that prop have a hub? If it would rev up to 4500 and not move much I would guess a slipping hub,
