set high and low speeds on 5.5 1960 rude

1st time i ever did this put new plugs in and set low speed while in a barrel of water. could not do top speed in barrell is this normal.

Yes,you would need a large tank to set the high speed. With the 5.5 if you have the initial setting of 3/4 out from bottom, it should be fairly easy to make this adjustment while on the boat.
