Fuel/Oil in Throat?

I have a green (fuel/oil) mixture puddled in the throat of 2/3 carbs. What normally causes something like this? Thanks guys!

FWIW, I am leaking gas out of some fuel connections after the fuel pump. I am replacing the fuel lines tomorrow. What is the best way to crimp the lines to their connection? It had zip ties, this doesn't seem like the best way to do it.

Sorry,

The motor is a 89 Evinrude 70HP. I am curious if this is normal or not?

Scott,
You should be using the "special" zip ties that are available from your local J&E dealer. These zip ties have a radius that conforms to the radius of the fuel line. I use these type of hose clamps all the time. They work well.
