air box

i took the cover off the air box on a johnson i just bought and there is nothing in it. is this right or should there be a filter in it and if so what material is it made of

The air box just acts as a silencer for the intakes. On some engines it affects the fuel/air ratio a bit, so don't leave it off.<br />There's no dust on the water, so there's no need for an air filter on an outboard.<br /><br />EDIT: Pardon the post collision, Alaska river runner!
