1978 85 hp Johnson no power

I have a 1978 Johnson 85 hp I have rebuilt the carbs and still I can't get any rpm's over 2,500. It idles and starts fine. I check the plugs after putting new ones in and it seems that one bank is not firing. I was going to change the power pak on that side it see if that was the problem. Any help?

If it was running fine before the carbs were rebuilt, and now it doesn't I would suspect the carbs. Perhaps the high-speed adjustment?<br />I am by far not an expert, it just seems like I read that those carbs have low speed and high speed adjustments.

What makes you think that the one bank isn't firing? Did you do a spark check?

I rebuilt the carbs because of the problem

Also the carbs are fixed jets no adjustments.
