sounds like it flooding, probably good idea to rebuild the carb and make sure the float is adjusted correctly. the oily film is normal but it may be a little excess that's not burning

hello, I have the exact same engine and have had the exact probelm in the past. Mikey is right, carb probably needs to be adj. As far as the lean adjuster, I assume you mean the low speed idle screw. The correct proceedure is to screw it all the way in until it's lightly seated and then back out 1 1/4 turns. good luck.

Pull your plugs and look at them. If they are clean then you have water.

First guess would be bad head gasket.

but would the compression be as high as 115 and still be the head gasket?

When you say clean do you mean clean like new or clean as in burning a nice chocolate brown without junk on them?

After iddle, the plugs will usually be black on those.

Try to adjust low speed iddle mixture screw, like this, quoting Joe Reeves, with boat in water, start by seating needle gently ( never with force) and backing out 1 1/2 turn, then after running WOT for a couple of minutes to warm motor up, let motor push boat unrestricted forward in gear:

(Low Speed) Slow the engine down to where it just stays running. Again in segments of 1/8 turns, start to turn the top needle valve in. Wait a few seconds for the engine to respond. As you turn the valve in, the rpms will increase. Lower the rpms again to where the engine will just stay running. Eventually you'll hit the point where the engine wants to die out or it will spit back. Again, at that point, back out the valve 1/4 turn. Within that 1/4 turn, you'll find the smoothest slow speed setting.
