Evinrude 115 safety neutral switch

Please explain what the safety neutral switch does. Will it prevent the starter solenoid from activating the starter or does it also prevent the ignition from being enabled. With my problem of no starter engaging with the key I can still start the engine manually with the starter rope and the key in the run position.

It just keeps the starter solenoid coil from receiving voltage when in forward or reverse

Take the wire that runs to the safety switch, and ground it to the block, and see if the engine will crank. That is all the safety switch does, completes the ground. Don't try to defeat the purpose of this switch by leaving the ground wire hooked up. That could prove dangerous.
