Shift 7x Evinrude Into Neutral

My 70 something (72) i think 85 hp electric shift evinrude is in forward and i cannot start it. is there a way to apply power to the wires coming from the shift assembly to shift it into neutral that way?

Why would you want to do that instead of troubleshooting the problem?

OK I've discovered this is a 1969 Evinrude (model #85993E). Where would I begin to troubleshoot the problem? The only reason I wanted to shift it w/o fixing that prob is to see if the motor was running fine. But, I guess its better to do things the right way =). Where should I start?
