Welcome!!

The most common cause of that is that youre trying to get the motor to idle too slow. It has to be around 750 in gear, in the water. Which means it will be around 900-1000 in neutral and a bit higher out of the water.

All this is assuming you have the sync-n-link correct, the carbs are clean, spark is good and youre using fresh fuel and Champion plugs.

I talked to the man last night who kow says there is "slight scoring on all four cylinders" and that is causing the problems. i don't think that is right as i am only having problems with the bottom two cylinders. he says the vacuum is low in the bottom two. But would the compression also not be low if the gasses were by passing the rings?
He says $2000 roughly to rebore. I'm sure it is somethinb else.
carbs are clean, spark good, new plugs.
What is the sync-n-link?

They went to the owners manual and put in the ones called for. Not sure of make. Does it matter that much?

A sync & link is an adjustment done to ensure the carbs and ingnition are in 'time'. When you accelerate, the spark advances and the carbs have to give the right amount of fuel. I have the same problem with mine, and its a 175, and I need a sink & link. It has to be done when the carbs are removed, no matter what anyone tells you, and it should be done once a year to ensure you have the right adjustments. Best done when the boats in the water or a test tank. The muffs just won't cut it. A prop weight is needed, so water doesnt fly all over the place.

If you have the plugs in the book says, you're ok. Also, when was the carbs were last rebuilt? All fuel lines good? Primer bulb good? All fuel lines must be sealed tight. How long has the motor been sitting?

The plugs matter a great deal. Which ones do you have?
